CREATION OF THE WORKING GROUP ON DISTANCE EDUCATION

in the countries of Middle Asia and South Caucasus.

 

Distant education (DE) development in the Virtual Silk Highway countries is
getting more significant nowadays.

ICT development let the humankind not to be only well posted on world activities but also affect the most important fields of human society: economy, policy, culture, ideology. It's obvious
that important factor for the ICT development process is preservation of existing intercommunications between nations, informatization of educational field in our countries, creation favorable conditions for experience exchange between academic and research institutions and development of distant forms of educational processes in our countries.

Afore said tasks should be addressed by the Working Group on Distant Education (WGDE).

Main activity directions of WGDE:

  • formation of common educational space for the development of DE system in our countries;

  • examination and analysis of the current and future projects in the DE
    field of the Central Asia and South Caucasus countries with the view of preparation of the
    proposals on efficient project implementation. As examples of such projects are TACIS Project on "Development of e-Societies in South Caucasus", Freedom Support
    Educational Partnership Program between Indiana University and AzRENA in
    distance education field, etc.);

  • development of recommendations on formation of legal base for the creation and application information educational environment of DE;

  • development of recommendations on introduction of common technological standards of educational technologies and systems as the basis for formation of educational content, organization of education process quality control in the DE system;

  • development of educational and methodic provision of DE system;

  • development of quality assessment system for DE;

  • organization of different conferences, workshops, trainings directed towards DE development in our countries;

  • organization of different conferences, workshops and meetings on the basis of IP-telephony, IP-video etc.;

These interconnected directions should function in common information space providing along with cooperation and development environment also coordinated management oaf educational space in our countries.

It is recommended to discuss the organization issue of WGDE and appoint a chairman and 2 deputies as well as group members (2 representatives per each country) of the group during the SB 11 meeting.

It is proposed to promote to the post of WGDE Chairman Mr. Elchin Aliyev, Vice-President of AzRENA, Azerbaijan.

Important point while discussion the WGDE formation during the SB 11 meeting will be the definition issue of the WGDE status as the basic institution on DE system development  in the countries of Middle Asia and South Caucasus.

 

1. General principles

1.1. Working Group on Distant Education (hereinafter referred to as the WGDE) is the basic coordinating, managerial, consulting and expert institution for the DE development in the countries of Middle Asia and South Caucasus.

1.2. The WGDE terms of reference cover examination and analysis, development of recommendations on the main directions linked to the DE development in the countries of Middle Asia and South Caucasus, including:

  • formation of common educational space for the development of DE system in our countries;

  • examination and analysis of the current and future projects in the DE
    field of the Central Asia and South Caucasus countries with the view of preparation of the
    proposals on efficient project implementation. As examples of such projects are TACIS Project on "Development of e-Societies in South Caucasus", Freedom Support
    Educational Partnership Program between Indiana University and AzRENA in
    distance education field, etc.);

1.3. From each country WGDE includes two representatives engaged on DE field capable to analyze DE situation in the country and develop recommendations on DE development. WGDE also could involve responsible representatives of interested ministries and other state bodies, academic and sectoral institutions, commercial and public organizations engaged on DE field.

1.4. WGDE is being created with the purpose to develop proposals and recommendations on the issues of development and improvement DE, definition of the implemented activities level, assessment of scientific and practical significance, organization of examination of directions, problems and other activities in this field.

1.5. Proposals and conclusions of WGDE - are of recommendation character; are submitted to Silk Board, and in the case of approval are realized in accordance with established procedure by orders, letters and other documents.

1.6. Creation and dissolution of WGDE, definition of membership and structure is realized by Silk Board.

 

2. Basic objectives and functions.

2.1. Basic objectives of WGDE include:

2.1.1. Elaboration of development program for common DE system in the countries of Middle Asia and South Caucasus, and proposals on its realization.

2.1.2. Preparation of recommendations on selection of priority directions in the DE field on the basis of detailed and general analysis as well as assessment of the direction conditions in the eight countries and abroad.

2.1.3. Preparation of proposals on uniting of our countries efforts directed to the development of problem issues in DE.

2.1.4. Examination and analysis of the current and future projects in the DE
field of the Central Asia and South Caucasus countries with the view of preparation of the
proposals on efficient project implementation. As examples of such projects are TACIS Project on "Development of e-Societies in South Caucasus", Freedom Support
Educational Partnership Program between Indiana University and AzRENA in
distance education field, etc.);

2.1.5. Organization and holding of examinations of proposed scientific and methodic activities, scientific and technical programs and projects, preparation of proposals on the most efficient utilization of budget and off-budget financing of scientific researches and developments in the DE field.

2.1.6. Preparation of proposals and recommendations on the holding the conferences, scientific workshops and meetings in the countries of Central Asia and South Caucasus.

2.2. For the implementation of indicated basic objectives in DE field it is necessary to:

2.2.1. Hold general analysis over state of development of DE in each country; present proposals and recommendations directed towards priority development in the DE field, increase of utilization efficiency of available resources, further strengthen of education role in the scientific and technological advance, improvement of organization of research and scientific and methodic activities in DE field in our countries.

2.2.2. Define the state, organization level and effectiveness of implemented activities on different programs and projects in DE field; prepare conclusions about actuality, significance and perspective.

2.2.3. Participate in the formation of perspective plans of edition in our countries scientific and methodic literature in DE field.

 

3. Membership and structure of WGDE.

3.1. WGDE membership is defined at the Silk Board 11 meeting. WGDE also could involve responsible representatives of interested ministries and other state bodies, academic and sectoral institutions, commercial and public organizations engaged on DE field.

3.2. WGDE Chairman is the leader of WGDE.

3.3. WGDE leadership consists: WGDE Chairman and his two deputies.

3.4. With a view to address more complicated issues specialists non-members of WGDE could be involved.

3.5. WGDE decisions are made by votes majority in the open vote way.

3.6. WGDE in line with its competence makes an independent decision by votes majority in the open vote way and submit it to the Silk Board.
